Oklahoma has cut its developmental disabilities waiting list further and faster than almost any state. In 2022 the wait stood at 13 years. As of the DDS dashboard updated May 31, 2026, it is roughly one year from the date you apply, and the state is working toward becoming a “No-Wait State.” More than 10,000 people now receive waivered and state services, a net increase of 2,780 since the landmark funding in May 2022. Developmental Disabilities Services within Oklahoma Human Services runs the programs, with the Oklahoma Health Care Authority holding the waivers.

To be eligible, an applicant must be determined by the Social Security Administration to have a disability and have a diagnosis of intellectual disability — or be determined by the Oklahoma Health Care Authority's Level of Care Evaluation Unit to have a disability under SSA guidelines, or a diagnosis of global developmental delay meeting specific IQ requirements. The In-Home Supports Waivers are split by age: IHSW-Children serves ages 3 through 17, and IHSW-Adult serves people 18 and older.
One route is a Social Security Administration disability determination together with a diagnosis of intellectual disability.
Alternatively, the Oklahoma Health Care Authority's Level of Care Evaluation Unit can determine disability under SSA guidelines, or find a diagnosis of global developmental delay meeting specific IQ requirements. If the SSA route does not fit, ask about this one.
IHSW-Children serves ages 3 through 17; IHSW-Adult serves 18 and older. The transition between them is a real administrative step, not automatic continuity.
Waiver services are funded through Oklahoma Medicaid (SoonerCare), so Medicaid eligibility runs alongside the disability determination.

Oklahoma's In-Home Supports Waivers are built around individuals and families selecting the services needed to remain in their own or family home, and self-directed options are available. Ask your case manager which services can be self-directed and how the Legally Responsible Individual rules apply if a family member would provide paid support.
Approved waiver services are paid through SoonerCare, Oklahoma's Medicaid program. Once enrolled, there is generally little or no direct cost for covered services.
The In-Home Supports Waivers were created to serve people who can remain at home with a defined set of services, and are narrower than the Community Waiver. If needs are likely to grow toward residential support, raise the Community Waiver explicitly.
Oklahoma publishes specific rules about when a legally responsible individual — such as a parent or spouse — can be paid to provide support. Ask about them directly if that is part of your plan.
Oklahoma's SoonerStart program provides early intervention for infants and toddlers, separately from the DDS waivers. IHSW-Children begins at age 3.
The children's In-Home Supports Waiver serves ages 3 through 17. Apply as early as you can, since the list is ordered by application date.
IHSW-Adult serves people 18 and older. Moving between the children's and adult waivers is an administrative transition — ask your case manager what it requires well before the birthday.
Oklahoma has cut the wait from 13 years to about one and is pursuing No-Wait State status. If a family gave up years ago on the strength of a 13-year figure, the situation today is entirely different and worth revisiting.
If eligibility or a waiver service is denied, reduced, or ended, you have the right to appeal and to request a fair hearing within the deadline printed on your notice.
